When President Kgalema Motlanthe took office on September 25, 2008, he appointed Hogan as Minister of Health to replace Manto Tshabalala-Msimang. According to Hogan in a 2008 interview with News24, she was appointed Minister of Public Health in September 2008 on the grounds of her financial management skills, which were desperately needed in the dilapidated Department of Health.
